1.     Use Case Name

Running Allowance

1.1     Brief Description

This Use Case deals with calculation of running allowance of freight, coaching and Shunting for all category of running staff i.e. drivers, guards, astt. Drivers, Shunters (TCC, TNC, CTCC, LF, CRC, LS are excluded). The scope includes Diesel, Electrical Traction (Excl Steam) and includes all types of gauges in prevalent on I.R. The scope included documenting all the running allowances upto kms and Hrs. (Rs. Calculations not in this scope)

Running allowances means the allowances ordinarily granted to non-gazetted Railway servants for the performance of duty directly connected with the charge of moving trains. The staff drawing running allowances.

Rule 3 Coaching Allowances

Rule 5 Minimum Guaranteed allowances

 

a) Non continuous duty: - Minimum allowance shall be given only for those working combination for which value of column named Minimum guaranteed in Summary Table should be equal to ‘admissible’ and run includes a minimum guarantee sections  either completely or partially

 

b) Continuous duty: - The check of minimum guaranteed shall be made after clubbing all possible continuous run for duty type working only,  for which value of column named Minimum guaranteed in Summary Table should be equal to ‘admissible’, clubbing should be done separately according to service type.

 

Minimum allowance shall be given only if above combined runs includes a minimum guarantee section either completely or partially

 

In case combination of duties in continuous run permit earning of mileage higher than that of minimum guarantee mileage, actual mileage earned will be given. e.g.

Rule 6 Circular route allowance

 

Mileage will be calculated as per existing mileage rules. Driver / Guard  / Supervisor will be required to tick for selection of correct sequence in case a station is repeated in the route.

 

4.2     Continuous Duty

If case a crew signs ON within 1 Hrs of his last Sign OFF to work a train, then his duty is treated as continuous to his pervious duty. All such multiple running made by the crew shall be grouped on the basis of service type, TA type and duty type for the purpose of incentive calculation, max limit calculation and the individual calculations added together.

 

4.2.1     Minimum Guaranteed allowances with Continuous duty in Ghat section

In case of service type FGHT the run for TA type GEN and BANKD will be clubbed before applying minimum guarantee rule for continuous duty. For all other cases minimum guarantee rule will be applied separately for each service, TA and duty type. For the purpose of storing the value, GEN will have the  actual km after applying the minimum guarantee rule as explained above, whereas BANKD will have no(zero)   km. This is only for reference which may be required in future

4.2.2     Minimum Guaranteed allowances in Delhi Area

Delhi area is having typical mileage for minimum guarantee, which is applicable to Pilots and ALP’s only and not to Guards. In all other cases sections are defined as minimum guarantee section (Y) and normal section (N) as per rule 5 in 4.1 above. Delhi area sections (S) have different minimum guarantee mileage as 160 km for 80 < km <160 and 120 Km for 80 < km. Allowances will be payable as under

Note: - we are not considering minimum guarantee flag for Duty Type Shunting and Waiting.

Max limit of mileage in case of Duty Type Waiting which is 150 km, will be 160 km for Delhi area.

5.     Other Allowances

5.1     Out Station Rest (detention) Allowance (Km) OSDA

This allowance is paid to the staff who are detained at outstations for more than 16 hours, from the time they "sign off" duty. They shall be credited with 70 kms for every 24 Hrs or part there off after the expiry of 16 Hrs from the time of signing off.

5.2     Night Duty Allowance

Night duty allowance is admissible for working from 22:00 Hrs to 06:00 Hrs. The total night duty hrs. is calculated for month for each crew are worked out. 

 

5.3     Allowance in-lieu-of running room facility

This allowance is granted to the staff whose stay at the station, outside there  HQ where running room facility is not provided and exceed four hours from the time he "signs off" at the station. This allowance is also admissible at roadside stations irrespective of whether the train terminates there or not.

 

When the staff takes rest in the running rooms where cooks are not provided, they should be given this allowance at half the rate.  The CMS system shall provide a RRA count 1 or Half depending on the facility provided.

5.4     Shunting Vans / juggler

Running staff working “Through Goods Train” and shunting vans / goods train shall be paid shunting duty allowance from the 4th station / point in one continuous spell of duty.

Ghat section allowance shall not be admissible.

During the CMS development RTM and BRC division have confirmed that it is not being followed on W.R. and possible discontinued. As such the same not implemented in CMS as yet as a disputed rule.

5.5     High Speed Trip Allowance

A trip allowance count is provided by the CMS system in case a crew performs duty on a high speed train. A trip is counted for every trip performed on the train classified as a high speed train from Lobby to Lobby. i.e. Sign ON to Sign OFF is counted as 1.

High speed allowance admissible only if

Duty type = working

Service type = Rajdhani / High speed

Note: - Apart from High Speed count, other allowance in this duty type will be same as Duty type Working

 

5.6     National Holiday Allowance -

In case of Crew is not on leave (Group-10) and not on NHW (even though in Group 5) on and the calendar day is a National holiday, as configured by each lobby into CMS Holiday master he shall be given a Holiday Count = 1. If the crew is partially availed NH and is available for duty on the holiday he shall be entitled for 1 Holiday count.

 

5.7     Breach of rest allowance

a.                   shunting operation

b.                  Suburban trains

c.                   Departmental Trains (DEPT, Service type) who work at their HQ.

5.9     Fixed route mileage

Certain routes (example circular route, route with fixed duty working) can be defined where a pre configured mileage is given. Once a mileage has been prefixed for a certain route, mileage calculation as per normal CMS logic will not be done.

In case of fixed mileage route crew will not be allowed to Sign ON or Sign OFF at any station other than Starting & End station defined in fixed mileage route.

 

5.10     Coal Pilot mileage

Module for coal pilot will be visible to only those lobbies which are pre configured for coal pilot working.

a.       SET to be defined instead of individual run

b.      SET can consist of one or more than one run

c.       Bonus km and bonus hrs will be applicable to SET

d.      TA will be made for coal pilot with SET to be indicated in route

e.       Sign ON and Sign OFF will be done at KIOSK with option to change the SET.

f.       After sign OFF flow will be directed to new manual entry (different from existing manual entry)

g.      In case crew does not sign OFF at kiosk same can also be handled through  new manual entry. In this case sign OFF time will required to be filled.

h.      All runs will now be pre populated with set details with following changes permitted while saving

·         Opt for new set

·         Loco no/Type, Train No, for individual run

·         Arr. Dep. time for individual run

5.11     Shunting Duty allowance

Running staff working through goods train shall be paid shunting mileage as follows

 

Through goods train

COUNT = 1 to be given for every shunting at different station (only 3rd station FROM station)

Driver will feed count values at the time of signing OFF at Kiosk

Terminating station

For shunting performed at FROM / TO station shunting mileage @ 15 KM for every HR will be given

5.12     Outstation (Relieving) allowance OSRA

 

To be paid in case  crew is sent on temp transfer to outstation (other lobby or station, possible crew booking point) @ 70 km per day subject to a maximum of

 

14 days

This OSRA is not same as OSRA (out station Rest allowance) in non Run (Redesignated as NRDA).

For crew not in temp transfer, option given to select entry, With OSRA, in case of manual entry. If the option is selected OSRA will be added  for each calendar day in the manual entry irrespective of DURATION & TYPE of duty at out station. This option is disabled for crew under temp transfer.

5.13     Special allowance for sister lobby for shunters

At the time of creation of sister yard a fixed value in terms of Km will be added. This km will be added to the mileage every time crew signs OFF.  (This has been provided to give mileage for travel from HQ lobby to sister lobby)

 

5.14     Waiting duty allowance

Waiting duty allowance @15 km / hr up to 10 hrs in the following cases only when crew sign on

Note: waiting duty allowance is not paid for PDD

6.1.2     If crew is officiating up to 30 days with permission from branch officer in running post, shall be entitled to get enhanced mileage only for duty performed in higher grade as per officiating permission.

6.1.3     Officiating is admissible for duty type working only.Example1 ,  In case a crew is partially working in officiating and partially in normal duty in case of a continuous duty then allowance shall be payable as per duty performed for each run.

 

6.2     Officiating working procedure

6.2.1     The Supervisor of the lobby shall mark a crew as officiating by selecting a particular crew who can officiate in a particular category from the configuration manager of CMS. All such crew can be changed from officiating to normal or vice versa only when the crew has completed his journey and is at rest.

6.2.2     Such crew shall also appear in the list of crew now designated to officiate i.e. in case an Assistant Driver is designated as Goods driver he shall appear in the list of Goods driver as well as Assistant drivers, if crew list is populated with officiating option. Both designations (Crew Type) will be displayed simultaneously in both the designation list.  Officiating allowance will be admissible based on selection of crew in a particular designation (Crew Type).

6.2.3     At any point of time a crew can be selected to officiate in only one category at a time for a period of 30 days with permission of Branch officer.

6.2.4     Officiating list shall be issued by Branch officer. Reference number for entering the Branch officer letter reference shall essentially be required to be entered into the system.

6.2.5     All such officiating shall be for a period of 30 days with permission of Branch officer only, beyond which the CMS system shall not allow crew to be booked in officiating category.

7.     Rounding Off of Mileages (Mileage and OTA)

8.     Non Run Allowance

Crew which is booked for train is called staff on running duty. Such staff is taken out of the running duty for cases like leave, Training, Medical etc and continues to be on non run. Various cases and the allowance admissible for such cases are as follows.
