1.            Introduction

 

The crew & gaurd are monitored by their nominated Loco & Traffic Inspector for efficiency and safety of the train services. At the end of each monitoring by the Loco & Traffic inspector a particular crew will be graded for their performance.

 

2.            Loco/Traffic Inspector BIO DATA

From divisional console Loco/Traffic Inspector bio-data is fed before feeding the pilot’s bio data as the system shall ask the name of LI/TI while making the bio-data of a loco pilot & Gaurd. Every LI/TI is given a unique ID by the CMS system. ID can be generated from the LI/TI bio data link.

Every LI/TI can generate a list of pilots, whose training is due along with their mobile numbers. SMS’ is sent to pilots regarding the same on a weekly basis. There is an activate tab available in the LI/TI BIO DATA screen. LI’s name will be visible in crew’s bio data only when it’s activated.

 

 

 

3.            Loco & Traffic Inspector Login in CMS

 

Select LI/TI from KIOSK Screen as shown below.

 

On login by the Loco/Traffic inspector into the system they are offered the following option selection screen.

4.            Nomination of the Crew/Guard for each Inspector

Each LI/TI will be allotted by a unique ID based on lobby. Once a unique ID has been allotted to LI/TI and his status is made active, names of such LI’s shall appear in crew/guard bio-data. Also initial configuring the system on type of grading has to be done from the configuration console. Refer Section on overview for details.

 

5.            Loco Inspector grades a Crew

The loco Inspector after monitoring of the crew shall grade a crew based on their knowledge into 5 different categories.  These categories are tabulated as below. In case if overall crew grade is < 50, the crew is categorized as D grade and is considered not to be booked for working. In case the grade is between 50 to <60. Then he is graded as C, In case he is 60 to <80 he is graded as B and for >80 he is grade A provided by LI of our nominated driver.

Status of grading of the crew for the last 3 monitoring for the Inspector is available for the benefit of the LI to judge the performance of the crew. This matrix is based upon item 6.0 of the CELE conference held at New Delhi in Aug 2007 and Rly Bd circular 97/Safety-I/23/15 dated 29.03.2007

 

 

6.            Traffic Inspector grades a Guard

The Traffic Inspector after monitoring of the guard shall grade a crew based on their knowledge into 6 different categories.  These categories are tabulated as below. In case if overall guard grade is <25, the guard is categorized as D grade and is considered not to be booked for working. In case the grade is between 26=<49 then guard is graded as C, In case guard is between 50=<79 he is graded as B and for >=80 he is grade A.

Status of grading of the guard for the last 3 monitoring for the Inspector is available for the benefit of the TI to judge the performance of the guard. This above matrix is based upon Sr.DOM/MB/NR Operating Circular No..19, Letter No.1-T/OPT./CIRCULAR/15 dtd 28.10.2015.

 

7.            Crew/Guard Counseling

 

Inspector can counsel his crew/guard through CMS as and when he counsels them on either on foot plate or at lobby. After the complementation of the counsel he can enter the date of the counseling through KIOSK within 7 days in the lobby.    

 

 

8.            Crew Movement

The movement of nominated crew can be seen by Inspector.

 

9.            Inspector can monitor personnel details of the crew/gaurd

 

Inspector can monitor various personnel details of the crew/guard like, PME, Traffic training due details, last rest particulars, Night in bed, Last duty Hrs, last counseling, increment due date etc.

 

 

 

10.         Inspector can monitor status of playing QUICK by the Crew/Guard

 

Options are available for the Inspector to monitor the crew/guard for monitoring the QUICK. If the crew/guard plays QUICK then the Inspector can see his score.

 

 

 

11.         Inspector can monitor the status of Circular read and unread

Inspector can monitor and see the read and unread circular of his nominated staff and give instructions for reading the Circular.

13.          LI Grading and Counseling through SMS

SMS based grading and counseling provided.

In case of Grading, only final grade will be sent by SMS by LI, separate form is required to be filled for other details like marks to complete the Grading process. In the present system grade is generated based on marks given. However if grade is directly filled by SMS same will be validated once marks are filled and marks will not be allowed to be saved if validation fails. In case marks are not filled within 15 days an SMS will be generated for reminder to LI. LI will be taken to the marks form directly once he log in in the system.

LI Grading SMS String format : GRAD <CREW_ID> <DATE> <GRADE>
<CREW_ID> = CREW ID, which crew's grading is to be done
<DATE> = For which date grading to be done, Date should be in format DD-MM-YYYY
<GRADE> = Grade that is needed to be give to CREW, possible values - A,B,C,D
Example: GRAD ABR1001 22-04-2014 A

LI Counsalling SMS String format : CONS <CREW_ID> <DATE>
<CREW_ID> = CREW ID, which crew's grading is to be done
<DATE> = For which date grading to be done, Date should be in format DD-MM-YYYY

14.1.               How do I create a new LI and attach crew to him?

 

LI bio-data has to be created in CMS, Option is available in the divisional configuration console. Once the bio-data is created & status is made active, list of LIs names shall appear in a combo for the crew bio-data. LI name has to be selected and saved against each crew in CMS.
